Joel Niemeyer had a passion for fishing and a passion of making it happen for those veterans who were disabled as himself. It started with Joel attending several years at the “Fishing Has No Boundaries” program which took place in Pierre in the 1990’s and some years, more than 150 people participated. Joel’s passion for fishing and providing the opportunity to other veterans gave him the inspiration to develop a program closer to home and on a smaller scale. Joel was currently employed at PVA and in approximately 2002, after numerous phone calls, planning, volunteers to make this happen, it became a reality and took place in Chamberlain. After Joel’s passing in 2012, his legacy lives on with the help of PVA and numerous volunteers every year. Each year since his passing, a plaque is given to a participant that exemplifies Joel’s positive attitude and enthusiasm for this event.
